Fix financial and physical targets by April 15

 Ministers will undertake review every month and CM every two months
Chief Minister Shri Shivraj Singh Chouhan has instructed all the departments to fix financial and physical targets by April 15 and undertake efforts to achieve these targets invariably. Chief Minister Shri Chouhan was talking to members of the state cabinet, Chief Secretary and Principal Secretaries and Secretaries of all the departments at the Mantralaya here today.
Chief Minister Shri Chouhan said that under the new system, departments will be allocated funds for every three months. Therefore, a monthly action plan should be chalked out for fixing and achieving targets. He asked the ministers to undertake review of target achievement of their respective departments in the first week of every month. Chief Minister Shri Chouhan said that will himself review target achievement of departments every two months.

Chief Minister Shri Chouhan said that while fixing targets, implementation of Manthan recommendations, Chief Minister's announcements and Jansankalp 2008 resolves should be kept in mind. He said that all the departments should give attention to achievement of target set for their priority sector. Chief Minister Shri Chouhan stressed the need to give priority to departmental cadre management. Shri Chouhan said that ministers should review the system of charge of departments under them and make it more appropriate.

Chief Minister Shri Chouhan said that ministers and officers should also give attention to removing difficulties of the filed staff under them. He said that timely promotions, departmental promotion committee meetings, early disposal of appointments of compassionate grounds, sanctioning of leaves and provident fund will encourage the staff and lead to increase in their efficiency.

Citizen's Charter Act next month

Chief Minister Shri Chouhan said that a bill for enacting Citizen's Charter Act will be tabled in the next session of the Vidhan Sabha with the aim of completing works within a set timeframe and making the concerning staff responsible for it. He said that all the departments should contact Complaint Redressal Department for getting necessary provisions included in this Act.

Accelerate implementation of public welfare works

Chief Minister Shri Chouhan said more fillip should be given to the public welfare works of state government's priority sectors including extending benefits of social security scheme and other schemes meant for poor people's welfare. He said that this work should be undertaken on the priority basis after reviewing these schemes by the field staff. He also instructed to close down redundant and unnecessary schemes after reviewing them or attach them to other schemes.

Officers should work fearlessly

Chief Minister Shri Chouhan said that officers should work fearlessly and impartially. If they commit any mistake while working sincerely, the government will stand by them. But, laxity will not be tolerated.

The Chief Minister instructed for keeping a close vigil on wheat procurement on support price. He instructed for sending monthly diaries of works undertaken, tours, inspections etc.

Chief Secretary Shri Avani Vaish asked all the departments to expedite their works as per Chief Minister Shri Chouhan's wish. He said that officers should tell him the practical difficulties being faced by them in implementation of schemes so that they can be removed timely.
