National Workshop on Making Markets Work For Poor

The Minister for Panchayat and Rural Development Shri Gopal Bhargava underlined the need for developing specific market systems for rural products in opened up economies so that they can compete with the products of mega companies. He said that the participation of the rural poor community is possible only when mixed economy promotes pro-poor markets.
The public-private-community partnership (PPCP) can make the task easier.Shri Bhargava was addressing a two-day national workshop on 'Making Market Work for the Poor - A Public Private Community Partnership Approach' here today. The workshop was organized by the Madhya Pradesh Rural Livelihoods Project in collaboration with United Nations Development Programme,
Shri Bhargava said that making livelihoods of the poor sustainable is a formidable challenge. He said that globalization has created intensive competition between markets and the producers. The focus on the poor is lost in the process. They stand away from markets. The Rural Development Minister said that the space for the rural products has been eroded by the mega companies to further make survival of the rural producers extremely difficult. The rural products need value addition, which deserves urgent attention.
The Minister said that the State Government is promoting district level and block level Rural Haats for which lands have already been identified. He informed that an action plan for providing markets to the products of self-help groups. He appreciated the initiatives of Madhya Pradesh Rural Livelihoods Project.
Principal Secretary Rural Development Shri R. Parasuram said that the community must know how markets work. Besides, constant supply of products and sustainability aspects need to be taken into account. Former Chief Secretary of Rajasthan Shri M. L. Mehta said that the state is not fully capable of removing hurdles between the poor community and the markets. Participation of private sector is helpful. Programme Officer UNDP Ruchi Pant elaborated the concept of PPCP.
The state can facilitate the community to create newer market opportunities. Project Coordinator of MPRLP Shri L.M. Belwal gave introductory note on public-private-community partnership for making markets work for the poor.
Stressing the need for promoting economic activities started by neo-entrepreneurs from the rural community, he said that the MPRLP has taken up sesal product making, handloom products and incense sticks making on PPCP model.
Shri Bhargava earlier released a documentary film – Towards New Horizons on incense sticks cluster in Anuppur district. The documentary captures how poor women supported by private sector partner are making a good living by rolling incense sticks. The documentary was screened on the occasion. The Minister appreciated the products of neo-entrepreneurs exhibited on the occasion.
Chairperson of India Centre for Public Policy New Delhi DR. J. Shettiger, Project Coordinator of District Poverty Initiative Project Shri D.P. Ahuja, Advisor to MP State Planning Commission Shri Mangesh Tyagi and experts were present. State Coordinator MED, MPRLP Shri Amit Singh gave a vote of thanks.
