Option to convert Nuzul Land to free hold

Now lac to be a specified forest produce in ten districts
Bhopal:Tuesday, August 25, 2009:Updated 21:30IST The cabinet at its meeting chaired by the Chief Minister Shri Shivraj Singh Chouhan here today decided that henceforth the lease holders would have an option to convert the lease of Nuzul land to free hold. The facility would be available for only residential and commercial land. With this decision the land will be free from interference of the government and it would not be required to pay the lease rent again and again.
A fee would be charged for conversion of lease to free hold. The fee would be one percent of the value of that land fixed as per the guidelines of the collector. However, no fee would be payable for plots admeasuring upto 50 square meter.
At the time of conversion of the lease it would be compulsory to pay entire outstanding lease rent lump sum. The stamp duty to be taken at the time of registration of conveyance deed would be charged on the conversion fee only. No process fee would be charged on the application for converting the lease to free hold.
An empowered committee headed by the Chief Secretary would be constituted to implement the decision, to issue incidental directives and completing all the actions. The committee would be able to take necessary follow up action under this policy decision.
Lac to be a specified forest produce in ten districts
With a view to freeing the lac producer forest dwellers from exploitation of local traders and to ensure remunerative prices of their produce to them, the cabinet decided to notify lac as specified forest produce under Madhya Pradesh Vanopaj (Vyapar Viniyaman) Adhiniyam, 1986 in ten districts. These districts are- Hoshangabad, Narsinghpur, Chhindwara, Balaghat, Seoni, Mandla, Dindori, Umaria, Shahadol and Anuppur.
The cabinet will review the implementation and impact of this decision after a year.
In view of the volume of lac production in the state the cabinet authorized forest department to declare it specified forest produce in other districts also. After declaration of lac as specified forest produce Madhya Pradesh Laghu Vanopaj Sahakari Sangh was declared the agent of state government for collection and trade of the same. The Sangh would be agent of the government in those districts, too, where it is declared specified forest produce in future.
After declaring lac as specified forest produce entire net income from collection and trade of lac would be given to the poor tribal and other lac collectors in concerning areas. Laghu Vanopaj Sahakari Sangh would continue to work for increasing lac production in all the areas as earlier.
It may be mentioned here that earlier lac production of 11 thousand quintal in the state and following special efforts made by the Sangh it has not gone up to about 65 thousand quintal. At present the lac collectors sell it to the local traders and middlemen at less than market rate. Moreover, there are complaints of adulteration. With this decision not these problems would be solved.
Direct purchase of Ayurvedic Medicines
The cabinet decided that not all the government departments could make direct purchase of Ayurvedic medicines from Laghu Vanopaj Sangh as per their requirement. Now it would not be required for them to float tender as per the provisions of rule 14 of the Madhya Pradesh Store Purchase Rules.
A committee headed by the Additional Chief Secretary, Forests, would be constituted for purchase of these medicines by different departments. Principal Secretaries/Secretaries of medical education department, public health and family welfare and commerce and industries department would be members of the committee. Director, Indian System of Medicines, Madhya Pradesh and Managing Director, Laghu Vanopaj Sangh would be special invitees at the meetings of the committee.
