Meeting of State Scheduled Caste Advisory Board concludes
Bhopal:Saturday, July 25, 2009:Updated 20:55IST Chief Minister Shri Shivraj Singh Chouhan has instructed to provide permits, insurance papers and registration documents along with vehicles sanctioned to scheduled caste beneficiaries under various welfare schemes. Chief Minister Shri Chouhan has instructed to implement an effective process for this with coordination among divisional commissioners, RTOs and Madhya Pradesh State Cooperative Scheduled Castes Finance and Development Corporation. Chief Minister Shri Chouhan was addressing a meeting of State Scheduled Caste Advisory Board at the committee chamber No. 1 at the Vidhan Sabha here on Friday.
Those present at the meeting included Tribal Welfare Minister Shri Jagannath Singh, Minister of State Shri Harishankar Khatik, member of the advisory board and MLA Dr. Smt. Vinod Panthi, Shri Jugal Kishore Bagri, Shri Ram Charit, Ladduram Kori, Shri Brahmanand Ratnakar, Shri Rodmal Rathore, Shri Manohar Untwal, Shri Lalji Ram Malviya, former MLA Shri Lal Singh Arya, Principal Secretary Scheduled Tribes and Scheduled Castes Welfare Shri OP Rawat, Principal Secretary General Administration Shri Sudesh Kumar, Director General of Police Shri SK Raut, Commissioner Scheduled Castes Development Smt. Saleena Singh, managing director of Madhya Pradesh State Cooperative Scheduled Castes Finance and Development Corporation Shri SR Mohanty, Director Tribal Research Institute Smt. IM Chahal and Principal Secretaries and Secretaries of the concerning departments.
Fill reserved posts soon
The Chief Minister also issued instructions to fill the posts of reserved classes soon. He instructed to compile the information about the process undertaken during the last one year for filling reserved posts in all the departments and present the same to him.
150 percent increase in the budget of Tribal Sub-Plan
Chief Minister Shri Chouhan informed Board members that 150 percent increase has been effected in the budget of Tribal Sub-Plan. There was a provision of Rs 945 crore in the year 2005-06 which has risen to Rs 2497 crore in 2009-10. He instructed budgetary allocation for scheduled castes should be made in ratio of their population in the state.
Local bodies to manage Ambedkar Mangal Bhawans
Chief Minister Shri Chouhan instructed to entrust work of managing and maintaining Ambedkar Mangal Bhawans to local bodies. He did so after a demand was made by the Board members. The meeting was informed that construction of 100 Mangal Bhawans has been completed while 89 buildings are under construction.
Proposal to Centre to increase grants for schemes
Chief Minister Shri Chouhan instructed to send a proposal to the Union Government to increase grant for schemes of Madhya Pradesh State Cooperative Scheduled Castes Finance and Development Corporation. He said that he will himself talk to concerning Union minister in this connection. Shri Chouhan asked the officers to ensure timely payment of grant in the cases sanctioned under Rani Durgawati Swarozgar Yojana.
Priority to scheduled castes habitats in rural electrification scheme
Shri Chouhan said that priority should be given to habitats of scheduled castes in Rajiv Gandhi rural electrification scheme sanctioned for 32 districts of the state. Shri Chouhan said that incharge ministers should be informed about the development works for habitats of scheduled castes recommended by local public representatives.
1000 more seats in Ashram Shalas/hostels
The meeting was informed that 1000 seats have been increased in the Ashram Shalas and hostels being run for scheduled caste students. Gradually, more seats will be added in these institutions.
90 percent results of residential schools a good sign
Chief Minister Shri Chouhan described the system of Ashram Shalas and hostels as very effective for scheduled castes students. He said over 90 percent results of seven residential schools at divisional headquarters was a good sign. Shri Chouhan also showered encomiums on schedule caste student Shri Nitin Tandekar for topping results of Class X Board Exams.
Permanent caste certificates in one month now
The meeting was informed that now permanent caste certificates are being issued within one month. Earlier, this period was three months. The Chief Minister said that now school headmasters or teachers nominated by them will go to the concerning Revenue Officers themselves to get the caste certificates issued.
District level committee meeting should be held every third month
Chief Minister Shri Chouhan instructed to hold the meeting of district level committees every third month positively. He said that he must be given tri-monthly feedback in this connection. On the demand of Board members, Shri Chouhan instructed that the awards to hostel/Ashram superintendents and employees should be given at a function as before.
Many members of the Board recommended to bring Kanjar Samaj in the mainstream of development by extending help to them to start self-employment. They said that extension of these efforts will yield good results.
Those who put forth their views for discussion at the meeting included Sarvashri Ram Charit, Manohar Untwal, Lal Singh Arya, Rodmal Rathore, Brahmanand Ratnakar, Dr. Smt. Vinod Panthi, Ladduram Kori etc.
At the outset, last meeting's minutes and action taken report were endorsed. Members were also given detailed information about achievements in scheduled caste welfare programmes during the last five years.
