All efforts for free and compulsory education to children

 Chief Minister  urges MLAs for active support
Chief Minister Shri Shivraj Singh Chouhan has said that the state government will undertake all possible efforts for successful implementation of the Act being implemented from April 1, for free and compulsory education of children. He also urged MLAs to give their active support in this cause.
Chief Minister Shri Chouhan was addressing a symposium at the Vidhan Sabha auditorium. It was organised with a view to giving information to the legislators about the Act's provisions and seeking their cooperation.

Shri Chouhan said according to the estimates figured out by the Education department, funds to the tune of Rs 13000 crore will be required for making arrangements for implementing this scheme, which include expenditure on schools, teachers, libraries, sports grounds, payment of fees etc. According to the Act, these arrangements are to be completed in 3 to 5 years. The Chief Minister said that the Union government will be informed about these practical problems and urged to provide more economic assistance. He urged the Opposition as well to extend its support in this matter.

Shri Chouhan said that education is the first and foremost factor for a prosperous Madhya Pradesh. With this in view, children's education has also been made a part of 'Madhya Pradesh Banao Abiyan'. Now, efforts will also be undertaken to make children's education successful under 'School Chale Ham Abhiyan'.

Chief Minister Shri Chouhan said that people's representatives can develop a better emotional relation with the masses. He exhorted MLAs of all the political parties to help register the names of all the children from 6 to 14 years of age in schools. Support of both ruling and opposition parties is imperative to make this ambitious scheme successful.

Earlier, School Education Minister Smt. Archana Chitnis threw light through a presentation on the provisions of Right of Children to Free and Compulsory Education Act, 2009. She said that a decision has been taken to provide free and compulsory education to every child under this Act. Apart from registration of children in schools, their attendance will also be necessary. The provision of imparting education up to class VIII to children from 6 to 14 years of age has been made mandatory. She said that schools' infrastructure will have to be completed fully within three years. No school will now be allowed to charge capitation fees and children's selection will be made on random basis. She informed that now norms set by Government of India will have to be followed for starting a new primary school. After implementation of the Act from April 1, private schools will have to give admission to 25 per cent poor children whose fees will be paid by the government. Tuition will be banned and courses will possibly be in the mother tongue. Ratio of teachers and students will also have to be maintained as per the Act's provisions. Appointment of required teachers will be made through examination conducted by Professional Education Board within six months under centralised online system. She said that retired teachers can be appointed on the basis of salary/pension. The government is also going to increase the age for teachers' retirement and a proposal will be brought in this connection soon. The teachers will have to work on the working days assigned to them. Elected representatives will be included in Parent-Teacher Associations. A Control Room will be set up in every district to monitor implementation of the Act.

Traditions and local requirements of districts will be incorporated in the action plan. She informed that this year 'School Chalen Ham' campaign will be organised in two phases. The first phase will he held from April 1 to 15 and the second from July 1 to 15.

At the outset, Smt. Archana Chitnis and Minister of state for School Education Shri Nanabhau Mohod welcomed the Chief Minister and Vidhan Sabha Speaker. Several ministers, MLAs and officers were present on the occasion.
