Two-day international conference gets under way at NLIU
Former Chief Justice of India Shri JS Verma has said that Bhopal gas tragedy is the precedent of biggest human rights violation in the world. He said that there is need to implement existing laws in the country effectively with a view to avoiding Bhopal-like horrible tragedies.
Justice Verma was addressing the inaugural session of international seminar on the subject 'Corporate world's social responsibilities and industrial disasters' here today at the conference hall of National Law Institute University. Prof.
Marc Galanter of London School of Economics and Political Science and Executive Director of National Institute of Disaster Management Shri PG Dhar Chakravarti were special guests at the conference.
In his address, Justice JS Verma said that the doctrine of total responsibility is most vital, specially in the cases like Bhopal gas tragedy. He also mentioned a report published in Times of India. The report said that every gas victim has been given Rs 12,400 as compensation on an average, which is quite inadequate.

On this occasion, he exhorted students of law to extend help in early disposal of cases against under trial prisoners languishing in jails whose number amounts to 75 percent. This will lessen burden of prisoners' number on jails.
Professor of political science in London School of Economics and Politics Marc Galanter said that Bhopal gas tragedy occurred due to indifference on the part of Union Carbide company. Therefore, it is the responsibility of the company to provide full compensation to the gas victims.

Describing the Indian judicial system as very good, Prof Galanter said that honourable Supreme Court has also ruled in favour of the gas victims. According to him, the Mass Disaster Law and Civil Justice System are inter-related. Prof. Galanter said that the Indian judicial system is under immense pressure of mounting number of pending cases.
He suggested that a new draft should be worked out for providing compensation to victims of industrial disasters. Prof. Galanter also called for constitution of Special Mass Disaster Courts and preparing better laws.

Shri Chakravarti said that efforts will have to be undertaken to avoid such incidents in future. He also called for evolving a more comprehensive policy for preventing industrial disasters. Shri Chakravarti also threw light on the activities of National Institute of Disaster Management.
At the outset of the programme, a two-minute silence was observed to pay tributes to the gas victims. Later, the Chief guest and special guests lighted a lamp to inaugurate the conference. Welcome address was delivered by NLIU Director Prof. SS Singh. Convener of the conference Prof. S Surya Prakash threw light on the theme of the conference. A souvenir and Law Journal (Indian Law Review) were also released on the occasion and mementoes were presented to the guests.
