“Manthan 2009” to transform MP into Golden State

The two-day unique brainstorming event “Manthan 2009” showered with prospective recommendations to transform Madhya Pradesh into Golden State.
Recommendations regarding increased investment procedure, utilization of old industrial lands, affiliation of vocational education with common education system, Air-Cargo Hub and cold chain near Bhopal-Indore Airport, separate Policy for Kutir and Gramodyog, special schemes for investment in Bhopal-Indore, Bhopal-Bina and Jabalpur-Katni-Satna-Singrauli Corridors, development of Jhabua-Indore-Jabalpur-Amarkantak Narmada Express Road, four-lane roads at divisional headquarters and two-lane at district headquarters, relaxation in stone crusher license procedure, drinking water facility in all urban and rural areas, sewage working schemes to stop encroachment, stern action against power theft, irrigation facility in additional 13 lakh hectare, development of well furnished suburb near big cities pattas for new rural populated areas and recommendations regarding pattas of private lands in villages were given at the workshops.
The group head of “Increase in Investment” Shri Jaydeep Govind, Secretary, Shri Praveen Garg and Shri Sanjay Shukla, Infrastructure Development Group Head Shri Prashant Mehta, Shri Raghav Chandra and Secretary Shri Mohammad Suleman presented the recommendations in the presence of Chief Minister Shri Shivraj Singh Chouhan. The members of the Cabinet, Chief Secretary Shri Rakesh Sahni, Director General of the Academy of Administration Dr. Sandeep Khanna and the participants of all the seven groups were present.
Recommendations of Increase in Investment
Prepare work plan to encourage investment as well as employment by respective departments Energy, Tourism, Forest, Medical, Health, Education, Technical & Higher Education, Agriculture, Veterinary, Fisheries, Horticulture and Food Processing and Information and Technology etc.
Investment Cell to be set up by each department for the purpose to originate investment and employment.
Cases will be sorted out within the time limit under the Madhya Pradesh Investment Facilitation Act passed by the Vidhan Sabha on August 12, 2008.
Online facility for Common Application Farm under Investment Facilitation Act.
Project Monitoring and Implementation Committee at Commissioner level to be set up.
Upgradation of district centres as facilitation and resource centre.
Government policies, publicity of various facilities available should be done with the help of industrial organizations, chambers, associations and state holders.
Policy should be made to diverse license hold land to free hold land.
Facilities should be provided for upgradation and certification of manufacturing construction etc.
Vocation education to be included in the curriculum. Recognition to be given as Arts, Science, Maths and Commerce.
Training institutes to be set up by the industries with the help of these resources.
For effective run of Government Technical Training Institutes help from industrial groups should be taken.
Skill upliftment and certification courses should be started for traditional artisans.
State Industrial Security Force should be set up in association with the State Government.
Encourage Investment Increased Power General Plan should be made.
Processing and marketing of the horticultural products should be ensured in every district.
Encourage public private participation for increase investment.
Supply Chain Logistic Centre, processing infrastructure, development of regional hubs and Food Processing System should be developed to encourage food processing.
Investment Corridors to be developed at Bhopal-Indore, Bhopal-Bina and Jabalpur-Katni-Satna-Singrauli.
Roads – Development Proposals
All villages in the State to be connected by black top roads by 2013.
Narmada Expressway to be developed Jhabua, Indore, Jabalpur, Amarkantak
Roads connecting Divisional Headquarters to be Four-Lane.
A Greenfield Project for Indore-Bhopal 8-Lane.
Roads – Maintenance Strategy
Agencies for maintenance of different category roads to be notified.
Single Agency for maintenance of City Roads
Monitoring Mechanism of Road Projects – Modernize Laboratories
Funds for Maintenance: adequate provisions like OMT (Operation, Maintenance, Transfer – Tolling possible), Performance Based Maintenance Contract
Roads – Financing
Cost control of road projects by preparing DPRs and revising tender procedures
Revise Tax Rate Structure on Commercial Vehicles commensurate with the load/damge to roads.

Regulation on land use of by-pass roads and provision of Service Roads
Institutional technical and financial reforms in Public Works Department
Sensitization of Collectors and district administration on simplifying Stone

Emphasis on declaration of new Rural ABADI sites/issuing ABADI
Pattas, which may be allowed to be mortgaged.
Exempt Diversion Tax on individual houses on Farm Land.
Special Infrastructure – Tourism
Explore Policy for setting up new Development Authorities, specially for areas of heritage/religious importance (like Khajuraho, Sanchi).
Introduce Regulatory Norms for infrastructure development in tourist places

“Roadside Amenities” on roads of tourist importance.
Promotion of Rural Tourism.
Special Infrastructure
Development of two medi-cities (pharmaceutical industries, medical tourism, herbal and Ayurvedic centers)
