80 Percent Budget To Be Spent On Medicines

Bhopal:Saturday, August 29, 2009:Updated 20:40IST The State Cabinet which met here today under the chairmanship of the Chief Minister, Shri Shivraj Singh Chouhan accorded its approval to the New Drug Policy – 2009. The New Drug Policy incorporates the detailed procedure for purchase of medicines, its storage, quality control, tender and payment mode. Till the new policy comes into force, competent officers have been authorized to make the purchase under the existing norms.
Accordingly, under the decentralized New Drug Policy, district level officers would be able to make purchase of medicines and material as per their requirements and make payment for it in the prescribed time limit after examining its quality.
The new policy also provides for making available good quality medicines and medical equipments at the medical institutions of the state as per the requirements of the patients. In addition to this, proper use of medicines, material and equipments would also be ensured at the medical institutions.
Further, the procedure for purchase of hi-tech equipments so as to make available modern facilities at the medical and health institutions, has been simplified.
Under the procedure for purchase which has been laid down in the new policy, the total available budget in the medicine/material/equipment head has been divided in two parts. Of this, 80 percent budget would be utilized by the CMHO/Civil Surgeon and other purchasing officer at the district level. Upto 20 percent of the budget would be utilized in case of emergency through the central purchase system.
Moreover, three committees would be constituted for fixation of rates after the tenders are invited at the central level. These committees shall include technical committee, tender committee and rate fixation committee.
For this, a technical committee would also be constituted. The committee would be responsible for finalizing the specifications and technical evaluation. The committee to be headed by the Director, Medical Services shall include Director, Public Health, Director, Medical Education, Director, Kamla Nehru Hospital, Controller, Food and Drug Administration as members.
The Chairman of the committee would nominate the experts in the committee. Representatives of selected outside agencies shall be the special invitee members. Joint Director, Drug Cell shall be the Member-Secretary. Similarly, a committee shall also be constituted for finalization of tenders. This shall be headed by the Director, Medical Services.
The committee shall be responsible for finalization of documents pertaining to the tenders and deciding the technical aspects. Rate fixation committee shall be headed by Commissioner, Health Services.
Under the New Drug Policy, Special provisions have been made for examination of the quality of medicines, material and equipments. Under this, task of accreditation of laboratories for the year 2009-10 would be carried out with the cooperation of selected outside agency.
Under the quality control, it would be mandatory for the concerning CMHO and Civil Surgeon to send the samples of all the batches of medicines supplied to all the health and medical institutions in the state to the identified accredited laboratories within a period of three days from the date of receipt of medicines. Similarly, norms have been finalized for making payments under the Drug Policy.
