Ensure schemes implementation at field level

Chief Secretary Shri Sahni tells departmental officers at Parakh programme
Bhopal:Thursday, August 20, 2009:Updated 21:07IST The Chief Secretary, Shri Rakesh Sahni said that the departmental officers should ensure effective implementation of various development schemes at field level undertaking constant tours of their respective jurisdiction. Shri Sahni was interacting with the divisional commissioners, district collectors and departmental officers at the Parakh Programme on the NIC premises at the Vindhyachal Bhavan here today.
The Chief Secretary, Shri Sahni apprised himself of the status of the rainfall recorded so far, drinking water, ground water and crops situation in the state. He expressed the apprehension that in the absence of adequate rains in the areas where the situation of crops might further worsens, an action plan should be chalked out for sowing of rabi crops over there. He told the officers that there is adequate stock of gram seed in the state and this could be sown in the Rabi season.
The Chief Secretary asked the officers to make arrangements for providing employment to the needy people under the National Rural Employment Guarantee Scheme keeping in view the situation arising out of due to scanty rainfall alongwith constantly monitoring the situation of drinking water in the state.
He assured that there would be no dearth of funds in the execution of drought relief works so as to provide employment to the maximum needy people. He also directed the officers to make arrangements for timely payment of wages to the workers through the banks under the National Rural Employment Guarantee Scheme.
In the event of any apprehension that there might be shortage of fodder for the livestock in the absence of adequate rains, the Chief Secretary told the officers to formulate action plan to meet the situation in the areas concerned.
Similarly, Shri Sahni asked them to ensure that adequate arrangements are made for supply of drinking water in the urban areas where drinking water problem might arise in the coming days. The Chief Secretary also reviewed the status of soybean crops. He also issued instructions with regard to crop protection using pesticides on receipt of information about the attack of caterpillar and insects on crops.
At the Parakh Programme, the Chief Secretary directed the officers to ensure distribution of foodgrains and kerosene at reasonable rates to the people under the Public Distribution System. He directed the district collectors that eligible persons are issued income, caste and domicile certificates etc., on time.
The Chief Secretary directed for constant monitoring of various development schemes including that of mid-day meal scheme. He said that participation of self-help groups should be ensured in the implementation of mid-day meal scheme.
Those who participated in the Parakh Programme included Principal Secretary, Food, Civil Supplies and Consumer Protection, Shri Ashok Das, Principal Secretary Farmers Welfare and Agriculture Development Shri I.S. Dani, Principal Secretary, School Education, Smt. Sneha Lata Shrivastava, Principal Secretary, Rural Development, Shri Parshuram, Principal Secrtary, General Administration Department, Shri Sudesh Kumar and Secretary to Chief Minister Shri Anurag Jain and other concerning officers.
