Minto Hall to be developed into convention centre

 Archaeological heritage will be preserved
The Historical Minto Hall of Bhopal will regain its earlier prestige and status soon when it will be developed into international-level contention and trade centre. With this, the demand for place for organising high level meeting and conventions will be fulfilled.
The important side of this prestigious project is that the historical Minto Hall will regain its prestige and glory and it will be developed into a convention and trade centre along with other facilities. All these facilities will be developed in Minto Hall and in the 13.84 acres of land around it.

Under this project the developer will be given land and building for a period of 60 +30 years for renovation, design, construction, finance and upkeep. The developer should do all these works as per specification and standard given in the tender. As per the specifications the developer will do the renovation work of Minto Hall without damaging historical heritage of the building. 

If the developer flouts the specifications of the tender or after completion of the period, he will have to return the building and the whole system to the state government for an amount of Re. 1. The developer will not be given any other amount for damages for returning the whole system.

There is no possibility at all of becoming success of only a convention centre in Bhopal. For a high level convention centre it is necessary to run other commercial activities along with the convention centre. In view of this along with the Minto Hall the land adjacent to Minto Hall is also given to the developer so that the expenses in the project could be balanced. In view of the beauty and greenery of Bhopal, it is proposed to develop the place into an area of four lakh sq feet for commercial activities and out of it only one lakh sq. feet will be developed for retail activities.

For this project the developer has been given land at the rate of Rs 12 crore per acre. Apart from this the developer will give annual fees. According to the project estimate there will be an investment of Rs 300 crore in Bhopal city. 

With this investment, there will be opportunities for employment at the local level and allied business. The state government will get revenue from the project. The city will also be known as a centre for convention, meeting, incentive, and exhibition, tourist centre (M.I.C.). 

This will help increase in tourism by visiting of citizens of the state who are living elsewhere, and national and international tourists. The MP Laghu Udyog Nigam has been appointed as implementing agency of the project on the basis of public-private partnership structuring and selection of developer in two stages through competitive tender process.

The Madhya Pradesh Government has taken special attention to the fact that renovation of Minto Hall will be according to the recommendation and recommended by the authority. In this regard a plan has been prepared after detailed inspection and study by the specialists in renovation of heritage buildings. 

Under this plan it has been mentioned about the works to be carried out by the developer and the works not to be done by him. For monitoring of the works under this project a monitoring committee named Minto Hall Restoration and Re-use Committee (M. H. R. C.) will be constituted. 

The committee will consist of specialists in renovation and restoration and protection of heritage buildings. The committee will be chaired by a person nominated by the Authority. The developer will constitute a fund for renovation which will be used only for renovation of Minto Hall.

To maintain status quo about the scenery of the front portion of Minto Hall all permanent construction has been banned on the land measuring 1.30 acre. Some conditions have been put forward by the home department in view of the security of Raj Bhavan. 

The conditions mention about limiting of height of new buildings, the main entrance and exit gates and the present trees standing on the land will not be disturbed. The developer should agree to all these conditions. 

The project has been prepared taking into consideration the importance of historical heritage of Minto Hall. As per provisions of the Urban and Rural Investment department, 2.83 acres of land has been reserved for widening the roads so that traffic is not affected in future. Permission from all concerned departments will be sought and received for the project.

Four bidders have been found technically competent. They have been asked to present financial proposals by August 9, 2010. All these tender submitted firms are well known. All of them have enough experience in the field of hospitality sector components development and management. 

The Madhya Pradesh government’s intentions are to develop opportunities in Bhopal like that of Hyderabad, Bangaluru and Cochin and the historical Minto Hall will be known as a centre of convention with international standards. It is sad that the Minto Hall is lying now in a dilapidated condition because it was not in use since last 10 years.
