Development block will undertake check of samples of five types of cloth
Bhopal:Saturday, July 18, 2009:Updated 18:02IST The state government has issued orders to all the district collectors and District Education Officers to provide free uniforms to girl students government schools from class I to VIII by August 15. They have also been instructed to provide only quality uniforms to school girls.
On the initiative of School Education Minister Smt Archana Chitnis, arrangements have been made to distribute qualitative free uniforms within the deadline. For this objective, uniform melas will be held at development block level. Instructions have been issued to all the districts to give special attention to the quality of uniforms.Under no circumstances polyester cloth or cloth with cent percent synthetic threads can be used for preparing uniforms since such cloth is not suitable for human skin and health. The Bureau of Indian Standards has recommended a cloth for uniforms which is a blend of cotton and polyester threads.
The more the quantity of cotton thread in the blend, the more it will be better for human skin. Therefore, the government has instructed to purchase such a cloth for uniform within the budgetary limits.
The government has also instructed the officers to keep in mind that as per provisions of Consumer Protection Act the quantity of appropriate blend of cotton and polyester threads in the cloth should be checked at every two-metre length of the cloth and ratio of cotton and polyester must be clearly inscribed on it.
It is this objective in mind that orders have been given to organise uniform melas. The cloth with cent percent synthetic threads or a cloth on which ratio of polyester and cotton is not clearly mentioned has been completely banned for uniforms. All the BRCs should invariably comply these instructions.
The state government has also decided to check the quality of cloth being purchased by Parent-Teacher Associations. Instructions have been given to take stern action against officers, employees, office-bearers of Parent-Teacher Association and cloth merchant if it is found that such cloth has been used in making uniform, which does not have appropriate blend of cotton and polyester threads in it.
The District Education Coordinators will also ensure that samples of five types of cloth purchase by Parent-Teacher Association of every development block should be sent to Powerloom Service Centre, Burhanpur for checking. The expenditure of Rs 125 on checking of these samples of cloth will be borne from the funds allocated for free uniform scheme.
