Next five year plan should be declared water plan of India

 MP effectively tackle naxalite problem
The Chief Minister, Shri Shivraj Singh Chouhan, while addressing the 55th meeting of the National Development Council (NDC), chaired by the Prime Minister Dr. Manmohan Singh here today, demanded that next five-year plan
should be declared as Water Plan of India. Expressing concern over increased tendency of centralization over the last few years, he demanded that it should be immediately curbed.

He said that to help Madhya Pradesh effectively tackle naxalite problem, Mandla and Dindori districts should be re-included in the Security Related Expenditure (SRE) Scheme and Sidhi, Singrauli, Anuppur, Shahdol and Umaria districts should be immediately brought under it. He also strongly urged that all gas victims should be given additional compensation.

Vice Chairman of the Planning Commission, Dr. Montek Singh Ahluwalia, central ministers, chief ministers of states and special invitees attended the meeting convened to deliberate on the mid-term review of the 11th Plan and to discuss various issues related to Left Wing Extremism, agriculture, development strategy, tribal affairs, urbanization and other sectors.

The Chief Minister said that there is too much dependency on monsoon. Higher soil erosion, higher ratio of low price crops and low productivity are attributable to lack of agricultural development in the country. In view of this the Central Government should declare the next five-year plan as the Water Plan of India. Both agricultural universities should be provided one-time grant of Rs.100 crore to streamline the agriculture research activities, he added.

Referring to the problem of naxalism, Shri Chouhan expressed anguish over not inviting Madhya Pradesh to the meeting recently called by the Central Government to discuss various issues related to naxalism. The increasing intensity of Left Wing extremist violence is a cause of great concern. The Maoists have established a red corridor through the tribal dominated areas of the states like Jharkhand, Chhattisgarh, Orissa, Maharashtra, Madhya Pradesh and Andhra Pradesh. This makes the Left Wing Extremism a crucial challenge to the internal security as well as the development process of country. 

He said that so far with sustained mix of good governance, development efforts, effective policing and anti-naxalite operations have checked their expansion in Madhya Pradesh, however, this does not mean that there are no naxalite activities in the state. Shri Chouhan called for re-inclusion of Mandla and Dindori districts and inclusion of Sidhi, Singrauli, Anuppur, Shahdol and Umaria in the SRE scheme.

Shri Chouhan expressed concern over increasing tendency of centralization over the years. Giving few examples, he said that the state was neither consulted nor invited for discussing the provisions of Right to Education, getting all proposals relating to implementation of Bundelkhand package cleared through NRAA and getting approval of using CAMPA funds which are supposed to be at the disposal of states. 

He called for stopping the practice of taking one-sided decision without consulting concerning states. He said that CAMPA amount should be deposited with the state governments for its use as per the order of the Supreme Court.

Referring to the Bhopal Gas Tragedy, the Chief Minister said that the GoM at its meeting in June 2010 has recommended additional compensation to only 42 thousand 166 gas victims but did not recommend any additional compensation to five lakh 21 thousand 332 gas victims who were declared as gas affected by the Welfare Commissioner. 

Therefore, more than 90 percent of the gas victims will not be given any additional compensation. He pointed out that GoM has completely overlooked 10047 gas victims who died as a result of gas tragedy. He called for convening a special session of GoM in this regard. He also stressed the need for a re-think on the issue of disposal of toxic wastes and explore all possible actions including incineration of toxic wastes at Pithampur.

The Chief Minister thanked the Prime Minister for sanctioning a special package for Bundelkhand region and demanded similar packages for Vindhya and Mahakaushal regions. He said that preliminary plans to the tune of Rs. 17295 crore and Rs. 19303 crore have been prepared for both these regions, respectively. Major portion of this amount would be spent on irrigation and food storage facilities, he added.

Shri Chouhan emphasised the need for capacity building programmes for urban local bodies to ensure optimum use of human resources available with them. He reiterated that Government of India should consider increasing the unit cost for construction of houses for urban poor under IHSDP to 2.5 lakh. 

To develop basic infrastructure Government of India should increase the financial provision under the ongoing Fifth-Plan and consider increasing it further in next five-year plan by atleast three times. He said that programmes such as MGNREGA, NRHM and total sanitation should be extended to urban areas. This will help create basic infrastructure in cities and towns besides providing employment to the poor there.

The Chief Minister said that Madhya Pradesh Government has also focused on increasing transmission capacity and reducing transmission losses. Transmission capacity has increased to 8091 MW to 3890 MW in the year 2002-03. 

The Chief Minister demanded that Government of India should share the expenditure on implementing the feeder separation scheme in rural areas for household and agriculture consumers. The overall expenditure on this scheme would be around Rs.5000 crore. He also requested for early sanction of projects in 16 districts of Madhya Pradesh which are still awaiting sanction under Rajiv Gandhi Rural Electrification Scheme.

Shri Chouhan welcomed the enactment of Right to Education Act and said that the state government is committed to fulfilling its statutory obligation. He said that Rs. 5520 crore would be required in next three years for implementing this Act. He stated that the state government is not in a position to meet out this additional expenditure on its own. He urged 90 percent revenue grant on continuous basis by Central Government for this purpose.

Referring to rural connectivity, the Chief Minister said that at present 23 thousand kilometer of rural roads are yet to be sanctioned under the PMGSY. He requested to grant the sanction of rural roads as per requirement to the state.
