In view of the approaching festivals, the workers engaged in the works being carried out under the National Rural Employment Guarantee Scheme, would be paid wages in the prescribed time limit. Giving this information, the Panchayat and Rural Development Minister, Shri Gopal Bhargav stated that instructions to this effect have been issued to all the officers and employees. At the same time, the Minister warned of stern action against the employees and officers not complying with these instructions.
The Panchayat and Rural Development Minister, Shri Bhargav further informed that action is being initiated to formulate a campaign to make payment of wages to the workers on time. This is being done as a part of campaign in view of the festivals of Id, Dussehra and Deepawali falling in the next couple of fortnights.
Also, arrangements are being made to make a weekly review of the progress of the campaign. Officers and employees found indifferent towards discharge of their duty shall invite stringent disciplinary action, Shri Bhargav added.
Elaborating on some of the important features of this campaign, Shri Bhargav informed that separate teams of technical officers and non-technical officers are being constituted for evaluation and for payment of wages respectively under the campaign.
Under the evaluation campaign, time limit has been set for completion and evaluation of all the works targeted to be completed by November 15. Such works which could not be completed by middle of November, their evaluation would be done on weekly basis. Further, on the basis of evaluation, the amount of wages would be deposited into the account of job-card holder in three days.
Shri Bhargav informed that a time bound programme has been chalked out for payment of wages to the workers in the prescribed time limit. Such gram panchayats where payment of wages is pending, the amount shall be deposited into their bank account essentially by September 8, 2009. Simultaneously, the gram panchayats would transfer this amount into the workers accounts by September 11.
Shri Bhargav also informed that completion certificate of all the completed works would be issued by September 20. In the absence of evaluation, valuation of incomplete works would be completed by September 30. Similarly, final evaluation of the works to be completed in the month of October, would be done by November 10 and that of the works to be completed in the first fortnight of November, would be done by November 20.
