C.M. asks senior officers to play effective role

Holds meeting with divisional commissioners and IGs
Bhopal:Thursday, September 24, 2009:Updated 21:50IS The Chief Minister, Shri Shivraj Singh Chouhan, while underlining the important role of divisional commissioners and inspectors general of police (IGs) in maintaining law and order and implementation of development programmes, asked them to play their respective role effectively. Shri Chouhan addressed a meeting of all the divisional commissioners and inspectors general of police at Mantralaya here today.
The Chief Minister said that divisional commissioners and inspectors general are an important link between state government and district administration. After elimination of secretary- in-charge system now it is imperative that the commissioners and IGs play their role as they had been doing earlier. He said that his dream of ensuring good governance in the state will become a reality only by implementing a people-focused system, he added.
Shri Chouhan stressed the need for greater coordination between the commissioners and IGs at division level and desired them to be in constant touch with him. They should also maintain a live contact with the officers of the districts under their jurisdiction and undertake field visits to maintain a meaningful dialogue with local public representative and to make spot assessment of the schemes.
While reviewing the law and order situation, Shri Chouhan referred to the recent Dindori incident and asked the officers to remain alert and establish dialogue with the people while keeping their feelings and aspirations in mind. The agitationists are not criminals. They have some expectations and proper dialogue and beforehand information can greatly help in averting any untoward situation and use of force. Shri Chouhan stressed the need to put down with an iron hand the forests, drug, liquor, mining and land mafia.
Having a word of praise for the action taken against cooperative housing societies in Indore, the Chief Minister desired the officers to replicate it across the state. He said that the action of externment should be taken effectively. Laying emphasis on making intelligence more effective, the Chief Minister said that pace of investigation into serious crimes should be intensified and efforts should be made to bring the criminals to justice.
This will help curb the menace of musclemen and hardcore criminals. The Chief Minister directed the IGs to undertake fortnightly review of disposal of the complaints received during public hearing held at different levels by the police department. He said that the public hearing would enhance the faith of common man in police and they will feel secure. While admitting the lack of police force in proportion to the population, the Chief Minister said that more efficient working of police could give better results.
The Chief Minister said that strict watch should be maintained on the sale and purchase of lands being done by people from outside the state. He also directed to strictly curb the illegal transportation of the animals of cow family. He also directed to produce the entire record of the land obtained under Bhoodan and from ceiling. Shri Chouhan underlined the need for cent percent registration and quick disposal of revenue cases. The process of issuing caste certificates should be speeded up. He also called for disposal of land acquisition cases within prescribed time limit.
The Chief Minister said that preparations should be started right now to ensure adequate power supply to farmers in Rabi season. He asked the commissioners to convene a meeting with the CMDs of power distribution companies and work out an action plan with their coordination for Rabi season. Shri Chouhan said that information regarding availability and demand of power should be given regularly to divisional commissioners by the distribution companies so that they can apprise the Collectors and SPs about this.
Shri Chouhan asked the officers to extend their cooperation to concerning staff to curb power theft. He desired prompt police action on complaints of theft of transformers and severing of wires. Shri Chouhan directed the commissioners and IGs to undertake weekly review of power situation during Rabi season and during the meetings that divisional commissioners should invite the concerning CMD. Shri Chouhan directed to organize Bijlee Panchayats for redressal of grievances pertaining to power bills.
The Chief Minister directed to give priority to preparations for Rabi sowing. He assured that the state government has adequate stock of fertilizers and seeds and efforts are being made to ensure their stocking in the districts as per their demand right away. Shri Chouhan directed to immediately chalk out integrated agriculture development schemes in all the districts and the national agriculture development plan. The provisioned funds under the scheme would be made available only when these schemes are forwarded to the Centre on time.
While reviewing the conferring of title deeds of forest lands, the Chief Minister directed to further intensify the review of rejected applications. Shri Chouhan said that the rejected claims should be placed before the gram sabhas to be organised on October 2 and efforts should be made to get decisions on these applications there. Shri Chouhan said that all the eligible persons occupying the land till December 2005 should be provided title deeds. He said that the beneficiaries should be provided the benefit of Kapildhara Scheme. He directed to strictly prevent any fresh encroachments upon forest lands.
Shri Chouhan said that the officers should take keen interest in conservation of wildlife and asked them to hold districtwise committee meetings on time to curb forest offences.
Shri Chouhan emphasized the need to streamline the public distribution system and said that one-salesman-one-shop system should be ensured. Shri Chouhan informed about making the fair price shops multipurpose and said that these shops should open on all days except Sundays. He said that action against profiteers and black-marketeers would continue. He directed the officers to ensure that honest and fair traders are not harassed.
Shri Chouhan directed the commissioners to keep a constant watch on implementation of the various welfare schemes like Mukhyamantri Majdoor Suraksha Yojana, Ladli Laxmi Yojana, Janani Suraksha Yojana, Kanyadan Yojana, Gaon Ki Beti Yojana and the welfare schemes being implemented for handcart pullers and other weaker sections. Shri Chouhan underlined the need for more concerted efforts to bring IMR and MMR in the state.
Shri Chouhan directed to ensure total transparency in recruitment of anganwadi workers. He said that the cases of departmental enquiry and compassionate appointment should be disposed of within time limit and the commissioners should give priority to this. He also asked them to convene the meetings of Deendayal Antyodaya Samitis regularly.
The Home Minister, Shri Jagdish Dewra said that law and order is one of the top most priorities of the state government. In deference to the desire of the state government, the police administration, particularly the IGs should discharge their duties with all seriousness. He said that the police administration should spare nothing to ensure security to people of scheduled castes and scheduled tribes, women and minority communities and to prevent crimes against them. Minister of State for Home, Shri Narayan Singh Kushwaha also attended the meeting.
Additional Chief Secretary, Shri Prashant Mehta informed the meeting about the status of claim cases pertaining to conferment of title deeds for forest lands.
The divisional commissioners and IGs informed about the difficulties being faced by them. The meeting was informed by the Principal Secretary, Energy that some power plants have been shut down temporarily for maintenance. These plants would resume production latest by October 15.
