Bhopal:Friday, July 10, 2009:Updated 17:05IST Chief Minister Shri Shivraj Singh Chouhan, while reacting to the budget for the year 2009-10 presented in the Vidhan Sabha by Finance Minister Shri Raghavji today, has described it as a budget of development. He said that this budget will turn out to be a milestone in the state's development since it has been prepared keeping in view priorities of the state government for all round development of Madhya Pradesh.Shri Chouhan said that this budget is an example of our good fiscal management. Despite global recession and natural calamities, the state is going to register a 25 percent increase in non-tax revenue, which is a major achievement. Despite curtailment of funds by the Central government, 11.48 percent increase has been made in Plan outlay against earlier sanction.
The Chief Minister said that this is a common man's budget. Unlike the Union Budget, this budget has not served the interests of particular lobbies and individuals. Despite curtailment to the tune of Rs 1249 crore in the state's share in Central taxes in the Union Government's budget estimates for the year 2009-10 and Rs 967 crore in listed estimates as per Planning Commission directives, the state government is committed to maintaining the momentum of progress. This budget is a symbol of this very resolve.
Reiterating the state government's commitment towards integrated development of scheduled castes and scheduled tribes, the Chief Minister said that an increase of 28.31 percent in Tribal Sub-Plan and 21.10 percent in Schedule Castes Sub-Plan has been made in the budget in comparison to last year.
Shri Chouhan said that the Union Government has done nothing for Ladli Laxmi Yojana but the State government has allocated Rs 276 crore for this scheme in its budget. This increase is 86.5 crore more than the last year. A scheme like Kanyadan Yojana also did not find a place in the Union Budget. However, the state government has made a provision of Rs 25 crore for this scheme. A historic 80 percent increase has also been made in the budget of women and child development.
Chief Minister Shri Chouhan said that education is the foundation of progress and development. Keeping in view better education for the coming generations, a provision of Rs 4700 crore has been made in the state budget for school education which was Rs 4262 crore last year. The provisions of appointment of 2800 teachers, construction of 684 middle schools' buildings and 18500 additional rooms and Rs 500 stipend to handicapped students offsets this very commitment of the state government. Giving importance to employment-oriented education, the target of polytechnic college is also being achieved in this budget.
The Chief Minister said that we have made concrete arrangements about law and order in this budget which include setting up of additional police stations in urban areas, constitution of anti-terrorist squad and much-sought-after increase in the police budget.
Shri Chouhan said that in view of uncertainty over monsoon, this year Rs 627 crore more has been allocated for irrigation in the budget. Besides, 50 percent more provision has been made for agriculture sector. Madhya Pradesh is the lone state, which gives bonus on procurement of wheat. This year Rs 90 crore has been earmarked for this. Increase to the tune of 104 percent has been made in the budget for Antyodaya Upchar Yojana.

Reacting to Goods and Service Tax (GST) proposes by the Union Government, Shri Chouhan said that the budget of Madhya Pradesh formally opposed this provision in its present form.
