Shri Thakur was first elected to the Rajya Sabha in April 1984-90. He was re-elected to Rajya Sabha in April 1990-1996. He was Union Minister of State for Finance, Rural Development & Parliamentary Affairs from June, 1991 to December 1994.

Shri Thakur is a widely travelled person and has visited countries such as Russia, Poland, Belgium, France, West Germany, Italy, United Kingdom, Switzerland, Egypt, United States, Mexico, Sri Lanka, Hong Kong, Bangkok, Middle East Countries, Singapore and Bangladesh.

CONSTITUTIONAL
Shri Thakur was appointed as the Governor of Orissa on17th November, 2004 and held additional charge of Andhra Pradesh from 29th January, 2006 to 22nd August, 2007. He was Governor of Karnataka from 21st August 2007. Shri Thakur took oath as Governor of Madhya Pradesh on June 30, 2009.
