Bhopal:Monday, July 13, 2009:Updated 18:30ISTPanchayat and Rural Development Minister Shri Gopal Bhargava has said that a transfer policy for Panchayat Secretaries will be formulated soon. Shri Bhargava was addressing a regional convention of Panchayat Sachiv Mahasabha here today.Panchayat and Rural Development Minister Shri Bhargava said that the government is trying its best to improve work culture of Panchayat Secretaries. He recalled that the state government has taken such important decisions as increase in their pay scales.
He said that it has been announced in the Vidhan Sabha today itself that a transfer policy for Panchayat Secretaries will be formulated soon so that their work is diversified and they can work with full attention.
Shri Bhargava said that the state government is also considering the demands of regularisation of Panchayat Secretaries' pay scales, service conditions, appointments on compassionate grounds etc. The government will take appropriate decision in this regard.
Shri Bhargava said that the establishment expenditure of National Rural Employment Guarantee Scheme has risen to 6 percent. We will ensure that these funds are utilised for Panchayat Secretaries' betterment.
He said that the state government is committed to protecting interests of Panchayat Secretaries. Shri Bhargava said that Panchayat Secretaries are the axis of rural development. Most of the rural development schemes are conducted through Panchayats and every Panchayat directly receives a large sum for development works.
Shri Bhargava said that the biggest challenge before Panchayat Secretaries is to ensure better utilisation of these funds. Shri Bhargava said that the progress of the state as well as the country depends on rural development.
Therefore, Panchayat Secretaries have a great responsibility to discharge and they will have to gird up their loins to do so. As far as their interests are concerned, the state government will take care of them and restore their rights to them.
At the outset, a welcome address was delivered by Panchayat Sachiv Mahasangh's state president Shri Ashok Bohre. He also read out a demand letter on behalf of the Sangh. Large number of Panchayat Secretaries drawn from all over the state were present on the occasion.
