Terms of reference of the committee amended
Bhopal : Tuesday, June 23, 2009 A Cabinet meeting chaired by Chief Minister Shri Shivraj Singh Chouhan today decided to reconstitute the inter-department committee on forest produce. Decision was also taken to amend the terms of reference of the committee.
Minister of State for Forests (Independent Charge) will head the reconstituted committee while its members will include Additional Chief Secretary/Principal Secretary Forests or their representatives, Principal Secretary Commerce, Industry and Employment or his representative, Principal Secretary Tribal Welfare or his representative, Principal Secretary Revenue of his representative, Principal Chief Conservator of Forests, Additional Chief Conservator/Chief Conservator of Forest (production), Managing Director of MP Laghu Vanopaj Sangh, Managing Director MP State Forest Development Corporation and secretaries/additional secretaries who will conduct committee's activities in the Mantralaya.
Member-secretary of the inter-department committee will be Chief Conservator of Forests/Conservator of Forests. This committee can call any expert/officer/person as special invitee for discussing any point.
The Cabinet has also decided to amend the terms of reference of the committee. Now the committee can approve proposals for contracts of works and supplies except the cases which are decided on the basis of estimated cost given in open tenders or rate list.
The committee has also been empowered to call tenders for disposal of forest products which are in excess to the limits of Principal Chief Conservator of Forests. It can also resort to other measures including auction, bargaining etc whichever the committee deems fit to dispose of such products.
It can also give sanction to purchase land, building, vehicles, warehouse, equipment, plants and machinery, officer paraphernalia, stationery etc. for carrying out the activities of the committee or regional offices, construction or hiring buildings or their maintenance.
Besides, the committee can delegate whatever power it deems fit to carry out its activities to various Forest Department officers. These include occasional inspections, sanctioning powers, fixation of rates for purchasing forest products from accountholders' lands, formulate laws for conducting activities of the committee and yearly assessment and physical verification of forest production from time to time.
Other powers of the committee include taking decision on the sale of those nationalized minor forest products which are collected through Madhya Pradesh Laghu Vanopaj Sangh and as per requirement fixing the rates of collection of rest of the forest products except Tendu leaves and setting tender conditions for the sale of other minor forest products and terms and conditions of agreements.
As per the Cabinet decision, the orders/financial sanctions given by the committee will be released/verified by secretary of the committee and such orders/sanction letters will be acceptable for audit by the Finance Department without informing Accountant General. The committee can form sub-committees for taking help and meeting the nationalized targets. It can also nominate sub-committee members, decided what powers are to be given to the sub-committees etc.
